Has anyone else had vertical louvres coming back shorter than you expect. I've had a few over the past couple of months, but luckily for me, most customers dont seem to notice. Only had one complain about it, but I get penalised as a mismeasure when I DOR'ed it . They say that all manufacturing is standard and if blinds are too short its my fault

Haven't had the problem personally.
If you prove the louvres are shorter than specified (send one back) then can't be your fault, the dor would be for same drop so what mis-measure ??

l had a house full of louvres that they had not taken the correct amount off for the head rail. lt touched the bottom on some windows, but not all. Check the drops and l'm OK on my measurements. Checked the manual. Checked the ELL
Dor'd the lot.
Sometime you get past the service centre OK without a mismeasure, but some else looks at it and sometimes they decide to fine you even if its not your fault.

They made louvres to short, but got away with it by lowering the blind as it was face fixed into a bay. Should not have to do this!
